The City of Tucson has a charter form of government, with an appointed city manager, elected six-member city council, and elected mayor. Tucson is the county seat of Pima County. Pima County has an elected five-member board of supervisors.

CITY GOVERNMENT

Every odd-numbered year, three of the six part-time Tucson city council members come up for re-election to four-year terms. In each ward during the primary elections, candidates are selected from each party. But in the general election, all city voters choose from among the candidates in all wards. Every four years Tucsonans also elect a parttime mayor. The city council then selects or retains a salaried full-time city manager.

County Government

In every presidential election year, Pima County’s full-time supervisors are elected from each of five districts to serve on the board. In each district, primary elections are used to select a candidate from each political party. In the general election, voters in each district choose from among those candidates. The Board of Supervisors votes to select from among themselves the chairperson of the board.

Taxes

The state collects 6.1%, and the City of Tucson collects an additional 2%, on all sales except groceries and prescriptions. Gas, electric, water, and phone bills include the 2% city sales tax and some include an additional 2% public-utility tax. According to the City of Tucson Audit Division (791-4681), residents using the city’s infrastructure incur an additional 1.5% city tax.
